Administrative Boad (AB)

Initially, when CIPPEC was first founded, the four directors were also the Administrative Board. This set-up was useful at that stage of the institution’s development.

After three years, CIPPEC had formed an AB whose members were completely external or independent, thus guaranteeing separation of the foundation’s leadership from the AB.

The members of the AB retain their positions for a period of two years, and can be reelected indefinitely. Annually, half of the AB is renewed. During the first AB period, starting in 2003, half of the members were chosen, by lot, to complete a two year term, while the rest stayed for three years.

Alejandro Frenkel
President

Holds a BA in Economy from la Universidad Torcuato Di Tella and a Masters in Business Administration (MBA) from Columbia University. He is currently the General Manager of the Grupo Fën, a local hotel chain. For seven years he was a consultant at Booz Allen, a global strategy and technology consulting firm. In 2001 he was a volunteer at CIPPEC, where he directed the State Reform Area. Previously, he worked at Salutia, Procter & Gamble Argentina and as Secretary of Budget in the Ministry of Economy. He is a founder and member of the Universidad Torcuato Di Tella Alumni Asociation.

Andrea Kobilsky
Vice-President

Holds a BA in Political Science from the University of San Andrés and a Masters in Public Opinion Analysis from the Institute of Higher University Studies at the National University of San Martín. Currently, she directs the Buenos Aires branch of the British consulting group The Evaluation Partnership, which analyses and monitors public policy, and whose main client is the European Commission. As the Project Director for Felipe Noguera Consultores, she worked for seven years on electoral campaigns and government communication projects – in Argentina, Colombia, El Salvador, Guatemala, Honduras, Nicaragua, and at both the presidential and local level. Between 1997 and 1998 she worked at Andersen Consulting on Argentine telecommunications organizational change. She is a member of the Latin American Association of Political Consultants.

Diego Garrido
Secretary

Holds a Law degree from the Universidad Católica Argentina and a Masters in Law from Duke University. He specializes in mergers and acquisitions, Internet and media law. Between 1997 and 1998 he worked at Davis, Polk & Wardwell law firm in New York, and in between those dates worked briefly at Gianni, Origoni & Partners law firm in Rome. From 1994 to 2001 he was an associate at Allende & Brea and from 2001 to 2005 he was a partner at the same firm. In February 2005 he became a founder and partner of Estudio Garrido – Abogados. He is a stock holder and board member at various companies and a developer of real estate and timber investments.

Matías Mosse
Vice- Secretary

Holds a BA in Economy from the University of Buenos Aires, and studied economy further at the London School of Economics. He is a founder and Executive Director of Apernet, an Argentine software and CRM company with international reach. He is a founder, partner, or member of various companies, such as Grey Interactive Latino, Almundo-Asatej Group, Puentenet, Dearriba Internet. He was active in the TNT group of the University of Buenos Aires, where he was a member of the Student Center directing committee and FUBA. He founded Grupo 501 and collaborates with the organization of the Davos and World Economic Forums as well as with various NGOS.

Santiago Bilinkis
Treasurer

Holds a BA in Economy from the Universidad de San Andrés. He is a founder and CEO of Officenet, the only company in its category with a multinational presence in South America, with a staff of 500 employees and more than 30,000 active clients. He has previously worked in Procter & Gamble and in 2001 was honored by the Endeavor Foundation’s “Entrepreneur of the Year” award. His knowledge and experience with the office supply market made him a leader in the sector, recognized among 100 notables of the world office supplies industry by OPI, an international entity which groups the most important companies at the world-wide level. He presided over the Fundación Iniciativa and is currently a member of the Argentine board of Endeavor, a non-profit dedicated to promoting entrepreneurship in developing countries.

Pablo de Lafuente
Vice-Treasurer

Holds a BA in Business Administration from the Universidad Católica Argentina and a Masters in Public Administration from the J.F.K. Harvard School of Government. Currently he works at Monsanto as Marketing Manager for Southern Latin America, leading general reengineering of processes for the entire region and its later migration to SAP. He was a Business Analyst for Anderson Consulting between 1993 and 1995, and gained international experience working as a Summer Associate at Eli Lilly & Company (Indianapolis, US) and as a Research Associate for International Strategies (Boston, US). Additionally, he was a founding member of Grupo Sophia and of the CIPPEC foundation.

Jorge Mandelbaum
Member

Holds a BA in Administration. He has atended postgraduate courses at Columbia and Harvard Univeristy. Currently he is the director of La Caja de Ahorro y Seguro S.A. and an agricultural producer. He has served, in the past, as vice-president of Panificación Argentina S.A. and in various executive positions at Continental Grain Co., both in Argentina and the US. He has participated on the boards of several non-profits.

Ana María Mustapic
Member

Holds a BA in Political Science from the Universidad del Salvador and a M.Phil in Politics from the University of Oxford. She is a professor of Political Institutions and Comparative Politics at the Universidad Torcuato Di Tella and the coordinator of the Electoral and Legislative Studies Program (PEEL/UTDT). She is also an independent investigator at CONICET and has participated in seminars and conferences at academic centers and universities in Argentina, Germany, Brazil, Mexico, Paraguay, Uruguay, Great Britain and the United Status, and taught courses in Brazil. She has served as a consultant for the OAS, the Inter-American Development Bank and the UNDP on the topics of parliament, political parties and political reform. She has published numerous articles in books and magazines, both in Argentina and abroad, in her main area of interest, political institutions. Particularly: Executive-Legislative relations, political parties, Congress, electoral systems, and political reform.

Diego Valenzuela
Member

Holds a BA in Economy from the Universidad de Belgrano and a Masters in History from the Universidad Torcuato Di Tella. He specializes in political economy in TV, radio, and written media, as well as communication, economy, and political analysis. He teaches journalism at the Universidad de Belgrano. In 2000, he advised José Luis Machinea, then Minister of Economy. Since 1991 he has hosted or participated in current affairs programs on national radios, such as Libertad, Del Plata and Continental. Currently, he is the host and commentator on Radio Continental. He founded TEN, a magazine that follows economic, technological and business trends. Since 1995 he has collaborated with the weekly newspaper El Economista, where he has been an Associate Editor. He has written articles for La Nación and publishes a weekly column in the economic newspaper Fortuna. He has also worked for television programs since 1991. Over 1999 and 2000 he produced and hosted "Economía Digital" (CVN - Cablevisión, Multicanal). Between 2001 and 2004 he participated on "Hora Clave", hosted by Mariano Grondona. He has also commentated on economic matters on ATC, Azul Noticias and Canal 9.

Enrique Valiente Noailles
Member

Holds a BA in Philosophy from the University of Buenos Aires. Second prize in an essay competition by the newspaper La Nación for “Heraclitus and the poetic,” translated by Roger Munier for Gallimard’s NRF. He was awarded the SADE sash of honor for his poetry volume “Paralelas en Ramo” (Carlos Lohlé). He has published “The Argentine Metamorphosis, a reflexion on the society and politics of the nineties” (Ed. Perfil) and will shortly publish, in Paris, "Les Exilés du dialogue", a dialogue with the French intellectual Jean Baudrillard. He has been a professor at the University of Buenos Aires, Universidad de San Andrés, Universidad del Salvador and at the Universidad de Belgrano. He is a member of the board for Fundación Compromiso and the Instituto Cultural Argentino Norteamericano (ICANA). Besides, he is a member of the Executive Committee for Grupo de Fundaciones and on the Administrative Council of the Fundación Navarro Viola. He has received a scholarship from the Eisenhower Foundation. Also, he has hosted a television program, "Pensando con Idea", contributed to the magazine Noticias and has a column in the Enfoques supplement in the newspaper La Nación.
