Articulating
efforts among civil society organizations
The increase of civil society’s participation in
the design of public policies is partly due to the understanding
of advantages and positive results that we, as non-profit
organizations, find in articulating our efforts in this field.
At
CIPPEC we believe that alliances between NGOS contribute to the
process of building democracy, and to foster citizen participation
and inclusion in order to promote public policies that improve
people’s quality of life. However, forging partnerships is not a
simple task. Two significant challenges, among others, can be
highlighted.
On
one side, it is necessary to increase and improve communications
and bonds among NGOS all over the country working on public
policies issues, including opportunities to meet and discuss, so
that both each organization and the sector in general are
strengthened. Positive outcomes of improving ties and
communications include increasing impact of similar initiatives,
and sharing knowledge in order to allow that lessons learned by
each organization individually are collectively used to foster
changes that benefit more people in the country.

Criticism of the Education System
( August
4, 2003 – El Sureño)
On the eve of the 2003
school year, the Center of Implementation of Political
Public for the Equity and the Growth (CIPPEC), brought to
light a report on the educational policies in the
twenty-three provinces of Argentina. In the chapter on
Tierra del Fuego, a
series of harsh criticisms of the system and policies
applied since the area became a province.

Launching
of a NGO Guide
(August 22,
2003-Clarín)
Telephone books, postal codes directories, public
transportation guide, etc. When already it seemed that
there were guides for everything, the people of the Center
of Implementation of Political Public for the Equity and
the Growth (CIPPEC) discovered last year that something
still lacked: a directory that has data on all Non
Governmental Organizations (NGO) linked with public policy
operating in Argentina.

Justice Project
They work to bring justice to the people
(August 25, 2003-La Nación)
Young students and
professionals enter the room.
They are invited to begin a discussion of formation
that one of them has prepared.
They are members of the Center of Implementation of
Political Public for the Equity and the Growth (CIPPEC),
and the situation appears to be a mixture of a training
course and
discussion among friends. The
theme of the day: little access to the justice.

Budget
2004
It is time to make realistic calculations
(August 31, 2003-La Nacion)
In September, the executive
branch should present the Congress with a bill for the
2004 budget. In that bill, the executive branch proposes a
plan on how the financial resources will be distributed,
and at the same time, explaining how the financial
resources will be obtained. Once the budget is approved,
the spending will remain relatively fixed. On the other
hand, the incomes established in the budget are only an
estimation. In order to make financial sustainability
possible, the income must be estimated in a realistic way,
at least, with consistent macroeconomic assumptions.

Voting system reform in the
provinces: opportunities for a consensus
In March
2003, CIPPEC started a project on Political Reforms in the
provinces with the clear objective of analyzing voting
systems in Buenos Aires, Santa Fe and Córdoba and
spreading the ideas of reform that already exist within
the civil and political societies.
We have decided to focus on voting system reform,
one of many issues of our Political Reform Agenda. We have
chosen this issue, because of its relevance and influence
that the voting game rules have on the political system,
as well as the democratic system in general.

Fostering
health prevention policies in Tigre
Although
health prevention and promotion initiatives exist at
different government levels in Argentina, the national
health system is based on a model that is more passive
or reactive than proactive regarding primary health care
policies. The strengthening of prevention initiatives
would yield -in the mid and long-term- to an enhancement
of citizens´quality of life by enabling them to make
more informed decisions about their own health care.
These type of behaviors are crucial, specially for most
disadvantaged and vulnerable sectors who have
traditionally less access to public services, and even
to information about them.
CIPPEC´s
Health Policy Area promotes a more preventive rather
than curative approach to health care by implementing
educational programs around issues such as nutrition and
reproductive health.

Seminar
NGO´s
impact strategy for
the allocation of public resources
In
order to increase transparency in the allocation of public
resources, it is necessary to foster a bond among
organizations that focus on public policies, and have
these organizations participate in monitoring initiatives.
For this reason, CIPPEC will hold a seminar on October
20th at Centro Argentino Británico (25 de mayo 586 2°
piso), aiming to promote techniques to enable the
participation of civil society organizations in the
budgetary process.
The Seminar seeks to explain, in depth, the different
phases of the budgetary process; to identify opportunities
civil society organizations have to impact each phase of
the process; and to provide concrete tools that will
enable them to participate.

Drug
Forum
CIPPEC-
CEDES
Since
the recent institutional and regulatory changes, resulting
from the new generic drugs national policy promoted by the
government in response to the crisis, CEDES and CIPPEC have
been organizing a series of meetings to foster a debate
around diverse aspects of this policy, related to both the
health and pharmaceutical sectors.
On September 16th, 25 persons assisted to the third meeting
of the Drugs Forum, where regulation of generic products and
the consumer’s protection were discussed.

Identity
rights of children and teenagers
The
presentation of the book Identity rights of children and
teenagers took place at the Museo Mitre on August 12th. With
the support of UNICEF Argentina, the book was written by
CIPPEC’s Education Area and the NGO Propuestas. This event
was sponsored by the foundation of La Nación, an Argentine
newspaper.
The
book is a result of an investigation about the
undocumented children of Argentina. It expands into the
legal aspect of the identity issue, the reasons behind the
lack of documentation, the dimensions of the problem in
the different regions of the country, and the violated
rights of the children living in low social and economic
conditions who do have not IDs. This book attempts to
trigger public debate, reinforcing the urgency of this
issue and the tough social consequences that they present.

The unequal distribution of socio-economic rights
and the inequitable answer of the government

Based on a current project "El gasto social focalizado en
Argentina", mimeo CIPPEC, by Miguel Braun, Luciana Díaz
Frers and Mercedes Kweitel.
Today it is expected that the State will guarantee
certain socio-economic rights: education for all, full
employment, a country without hunger and a dignified life.
The high levels of poverty and the tight budgetary
restriction of the State prevent it from reaching these
valuable objectives. But with the available funds, is the
government doing the best it can? A way to answer this
question is to see how the national government
geographically distributes its resources.
Poverty is not uniformly
distributed
According to the permanent household survey carried out in
May 2003 by INDEC (National Institute of Statistics and
Censuses), poverty is a serious problem in Argentina, but
the situation differs throughout the country. For example,
in the city of Buenos Aires, 22% of the population lives
below the poverty line while in the Northeast of the
country, 70% of the population is poor. What is worse, 37%
of the population in the Northeast lives in indigence.
